You may tell the Governor the essential facts as you have
summarised them in your para 30 The cover note and Annex A
will be given to the Governor on arrival in UK. We shall be
ready to brief him on the basis of the figures in as much
detail as he wishes and will offer him the opportunity of talks
between officials on the detailed composition of the figures.
You should stress the importance of first agreeing the financial
appreciation of the costs, including support, of the Garrison
on the basis of the agreed force levels. Cost sharing can be
discussed when this has been done.
