DEFENCE REVIEW NON-NATO COMMITMENTS

In his minute of 25 October, Mr Jackson indicated that speaking notes might be required in amplification of the 'line to take' section of the consultation briefs which are being prepared by the MOD. At Mr Howard Smith's sub-Committee on Friday, it was agreed that the FCO should produce such notes, the object being to emphasise the political and presentational aspects. It was also agreed that the FCO would draft short briefs on Gibraltar, Hong Kong and SEATC.

2. Mr Thomson has asked if your contributions could be ready by the time he returns to the Office on 1 November and I should be grateful if they could be sent to Mr Westbrook by close of play on 31 October.
