I attach the first draft speaking note for Sir J Hunt's opening statement when consultations with the Americans begin. The draft has been produced at the urgent request of the Cabinet Office and has therefore not yet been cleared in the Office or with other Departments. It is likely to be discussed with MOD later today.
2. I should be grateful if you would give the sections concerning your territories the most urgent consideration and let me have your comments as soon as possible and certainly before close of play today. There is a strict limit on the length of Sir John's opening statement; amendments therefore should not have the effect of making this section longer.
