system, and intelligence facilities of special value to
the US/UK intelligence partnership. In the short term,
we propose to keep much reduced forces in Cyprus, in both
Sovereign Base Areas, supplementing them with training
visits. Our stationed air forces would be withdrawn,
and the Vulcans would be redeployed to the UK, thus
continuing to be available for SACEUR's GSP. Our
contribution to the United Nations Force in Cyprus would
also continue in the interim.
28.
Some of the aircraft in Malta and Cyprus are at present
declared to CENTO. We would have to inform the organisation
that we intend to withdraw them, but that we also intend to remain
members of CENTO and to take part in exercises. We are at present the
SLIDE 8 only member of the Treaty organisation to declare forces. And
here is the summary of our Mediterranean proposals: yellow

* it is perhaps worth mentioning that in addition
to the garrisons which will remain after the proposed with-
drawals, we shall have, as at present, nearly 1,000 British
servicemen in some 25 countries in loan service and training
teams, assisting in the development of the forces of pro-
Western countries.
