DEFENCE REVIEW: HONG KONG

I attach a draft brief for the Secretary of State's use on 20 November in the form requested in your minute of 12 November. I also attach a draft telegram to Hong Kong which, if it could be despatched before 22 November, would enable the Governor to brief Executive Council on the 26th. This would be better than briefing them on 3 December, only a few hours before the Prime Minister's statement.
