For Malta, I accept that we shall have some problems with Mr. Mintoff and our NATO Allies.
But I do not see why we should not press ahead on the basis of a general statement that we shall expect to be relieved of all our obligations when the current Agreement comes to an end.
6. I am sending copies of this minute to the Foreign Secretary, the Defence Secretary and Sir John Hunt.
