(ii) An initial indication in writing of our intentions
(or some form of oral communication at official level) could be appropriate in some cases, though not necessarily all.
(iii) If there is to be a public statement, any such action
with ellies should take place as soon as possible after the statement.
(iv) There is no obvious need for "discussions" with allies
about non-NATO commitments to be finished as early as 16 December.
