In his telegram no. 973, the Governor of Hong Kong has not answered the questions asked by Ministers, because he considers they are only answerable within the 75% concept, if the MOD will concede a smaller level of forces. I think we must take this up with the MOD in open committee rather than trying to negotiate , with them bilaterally; otherwise the 'e will not be the same pressure on them to make adjustments which we all believe to be possible, and the responsibility for the failure to answer Ministers' questions will still be left with the FCO.

We agreed that I should produce the draft of a paper which might be circulated to the Sub-Committee at its meeting on the afternoon of 2 October. I attach
