This paragraph gives scant treatment to the problems of Northern Ireland, and of low level violence (including the defence of North Sea installations). Although it is not for the FCO to suggest formulae, we consider that there should be some assessment of the scale and duration of these commitments, their implications for the size and type of forces we shall require during the period under examination. Perhaps a summary of the arguments in paragraphs 26 to 30 and 74 to 76 of the DSWP report would suffice.

Replace the first seven words of the second sentence hy

the following:

"If by unilateral action we were to reduce our

contribution below ...

Insert the words "to be reached in 1983/84" after the

words "critical level" in the first sentence.

ii)

The first sentence of sub-section (a) should end with the

word "Mediterranean" and should be followed by the following new

sentences:

"Total withdrawal from the Mediterranean would cause

difficulties in the Alliance. While it is the region of ACE least directly relevant to British defence, the agreed Alliance doctrine is that NATO's security is indivisible. There could also be serious repercussions for British interests if we were to appear no longer concerned with the security of our Mediterranean

Allies".

The parenthesis in the first sentence of sub-section (b)

should read:

'. but this could only be effected as the result of an

MBFR agreement.)"
