At the meeting of the Steering Committee on li July the Permanent Under Secretary undertook to provide a consolidated list of FCO comments on the draft of the report to be submitted to linisters prepared by the Cabinet Office (MISC 16(74)7). He also undertook to produce a first draft of the section of the report on "consultation and decision".

A list of comments on the draft report, approved by Mr Thomson, has accordingly been prepared in consultation with the Under Secretaries and departments concerned. Wherever possible, the wording of the amendments suggested follows that of relevant passages in the DSW report. Mr Thomson has also produced a draft for the section on consultation and decision in cooperation with thin depart- ment. In the light of his discussion with the Lermanent Under Secretary this morning he has added a sheet panzege on intelligence.
