Mr Thomson has said that he agrees with the idea of a separate submission to the Secretary of State and with para. 4 of the attached paper. He does not, however, altogether agree with the argument. For example, he considers it unrealistic to suppose that an £8 m. contribution will be enough. Nevertheless this is a report of the Governor's position which I think we must put clearly to the Secretary of State. I therefore suggest that the submission should go up in its present form.
