1. As requested in your circular minute of 26 July, I attach a draft contribution to the brief for the Secretary of State. It was drafted by Mr Wilford.
2. I understand that, with Mr Thomson's agreement, Sir D Watson has also submitted a fuller brief on Hong Kong alone to the Secretary of State.
