forwarding the paper CBFHK said that he had discussed it with the Governor and the single-service commanders in the colony, but that it did not have the Governor's formal approval. I also attach an amendment to it which has since been received.
2. As it will be a valuable source document should the next stage of the Defence Review require re-examination of
the level of the Hong Kong Garrison, in order to get a lap ahead I would be grateful if your comments on it could reach .me by 2nd August.
