1. I have consulted the Department about the presentational question raised by Major Tennant in his letter LM/M02/61/615 of 31 July. On balance and bearing in mind paragraph 3(1)(b) of the Hong Kong Defence Contribution (1971-76) Memorandum of Understanding, we believe the 5% unit formulation might be the better one.
