As I mentioned this morning, I have prepared for discussion at your meeting at 1130 tomorrow the attached draft telegram to the Governor of Hong Kong stemming from a meeting which some of us had with him in Duncan Watson's office on Friday morning
Paragraph 4 of the draft gives a broad description of the present garrison and its costs. I hope that Ben Perowne and I will have with us tomorrow a more detailed broakdown; and we can then consider whether we should include further detail in the telegram.
I am copying this letter and enclosure to Geoffrey Arthur, Duncan Watson, John Hanaford, and Nicolas Bevan.
