become virtually impossible. Further more detailed examination of

the industrial consequences of reductions to these lower levels of

savings, and especially the net effects on employment and the

industries concerned, should await a Ministerial decision on the

broad level of expenditure for defence; in advance of such a

decision, the number of permutations are too great for reasonable

analysis.
