But we could expect
considerable resistance from our WEU allies if we sought a revision
of the Treaty to allow for unilateral British reductions.
73. It is virtually certain that the provisions of an MBFR agreement
would require only the withdrawal from Central Europe of stationed
forces such as BAOR. Whether these forces were then disbanded or
redeployed elsewhere would be a matter for national decision.
IX.
NORTHERN IRELAND
740 Prior to the resurgence of the Northern Ireland troubles 5 years
ago, the infantry commitments in the province were met by 2 resident
battalions, both of which had a Priority I task of reinforcing BAOR
in a time of tension. Since 1969, force levels have varied
considerably, averaging a total of 18,000 men and having risen to a
peak of 25,000 men or 27 major teeth arm units during Operation
MOTORMAN. At present the forces consist of 3 brigade headquarters,
5 resident major teeth arm units and an additional 11 major teeth
arm units on 4 month roulement tours. The overall level of Army
forces was increased only marginally to help meet the commitment,
and in the main existing NATO declared forces in the UK and BAOR
are used. In addition, the Army is assisted by 11 battalions of the
part-time Ulster Defence Regiment, and RAF helicopter squadron and
elements of the RAF Regiment. The Royal Marines also contribute to
the roulement of major teeth arm units.

75. For as far ahead as can be foreseen, a commitment of the order
of that which has obtained since 1969 is likely to continue.
