SUMMARY OF RECOMMENDATIONS

It is educationally unsound to introduce bi-sessional operation and rotation in order to achieve the original quantitative target for 1980 particularly as such arrangements would apply only to the non- academic sector. (Paragraph 36)

Bi-sessional operation is not considered acceptable in view of the serious undesirable social effects which would be occasioned by its introduction. (Paragraph 37)

Rotation is not considered acceptable because of the strains imposed upon staff of schools and the disruption of family life. (Para- graph 38)

The interim target for 1981 namely, the provision of sufficient 3-year places, with Government assistance, for 80% of the 12-14 age-group, and sufficient places in Government and fully-aided schools for 36% of the 12-16 age-group, is proposed because it obviates the need for rotation and bi-sessional operation in both academic and non-academic types of schools. CHAPTER IV

THE EXAMINATION SYSTEM

Under our terms of reference we have been asked to consider and advise on any changes in the present examination system that should be introduced. A detailed account of the scope and organiza- tion of the existing system is given in Appendix IV.

48. In line with the recommended changes in the aim and scope of education, and the new emphasis on curriculum development as a means for educational improvement, we recommend that efforts be made to generate among students, teachers and all concerned a better under- standing of the functions of examining, and to improve methods of learning assessment.

49. Evaluation of academic achievement is a necessary process of education. It not only helps both the learner and the teacher to gain a clear understanding of how learning is progressing, but also provides a solid basis for any necessary modification in the teaching/learning process. Beyond the schools, examination results offer points of reference for persons concerned with vocational or educational selec-
