The 51,580 places can be provided by using existing places and building 5 asymmetrical schools and 43 pre-vocational schools by 1981.
43. We estimate that the order of costs to Government in achieving these modified objectives will be $559 million for non-recurrent expendi- ture and $389 million per annum for recurrent costs.
44. To achieve the modified objectives which we have recommended the major concentration in the building programme required will be on secondary technical and pre-vocational schools. We must point out that there could be a serious imbalance in the geographical distribution of 5-year place schools in developing areas, such as the new towns, where the major thrust of this secondary expansion will fall. In terms of the numbers involved in our interim plan the provision of 5-year places in secondary grammar schools would be concentrated in the already developed areas while new areas should be provided with only secondary technical schools. We deal with this matter in greater detail in Chapter VI of this Report.
45. Another result of these modified objectives is that schools of the asymmetrical type are expected to cater for only 2% of the 12-14 age-group. We do not feel that this need cause serious concern because present indications are that sponsors are not attracted to this type of project.
46. We would stress again that our recommendation of these modified objectives is made on the understanding that the ultimate objectives must provide 3-year places for 100% of the 12-14 age-group and 5-year places for 40% of the 12-16 age-group.
