Comment The numbers in higher education are still significantly below UK figures; but, as with all statistics in these answers, the trend is in the right direction.

7. What was the total expenditure on each of the following services in 1973-74 in the Crown Colony of Hong Kong, namely, education, health, social services and police, and what was the proportion of the total Gross Domestic Product represented by each of these items of expenditure?

Comment The percentage figures of expenditure on education, health and social welfare compare with about 5% of GDP for each item in the UK. But more significantly, they are an answer to the claim in "A Case to Answer"'s chapter on economic and social conditions that expenditure on the police in Hong Kong is about eight times what is spent on all forms of social welfare.
