PARLIAMENTARY QUESTION: MR KEN MARKS
1. I attach a draft submission covering a draft reply to Mr Marks' Question on education in Hong Kong which is down for written answer on 3 April. This is based on the advice we received from the Governor and his telegram No. 382 of 29 March. Although the reply suggested by Hong Kong gives rather more detail than Mr Marks asked for I do not think it is possible to shorten it in any way. I have spoken to Mr Thornton, Education Adviser in the ODM, who had nothing to add and agreed with the reply suggested by Hong Kong.
