11. ! It appears to me not improbable, that communist educational

circles in Hong Kong are aware of all the cases of this type that arise,

and that they take account of the decisions communicated in the notices

which I issue. I think it reasonable to proceed on the assumption that

communist educational circlès in Hong Kong are aware of the case of

Miss FUNG. I am led by this consideration to conclude that reversal of

the decision in the case of Miss FUNG, would be followed by a further

sharp increase in cases of this type, involving applications by both

communist and ostensibly neutral schools. In particular, it would open the
