Despite earlier optimism on Mr Thornton's part and although the salary offered would be high (about £14,000 a year for the Director), he has so far drawn a blank in his approaches to all potentially suitable candidates for any of the categories suggested by the Governor. He has therefore suggested that Hong Kong advertise the post as widely as possible. Meanwhile Mr Thornton will continue his search. This is disappointing. The post is central to the Governor's plans for educational expansion.

But we have no alternative means of producing

I think part of the difficulty, as often happens in Hong Kong, is that we may be trying for candidates at too high a level. The job is big enough and the salary high enough to satisfy the top men, but people who are established at the top of their profession in this country are not often willing to go to Hong Kong. We might get better results by trying for younger and necessarily less experienced men. But this hurts Hong Kong's pride. I will discuss this with the Governor during his

visit in June.
