1971 Salaries Commission Report Local and Overseas Education Allowances

Note: This Circular should be read by all Heads of

Departments, Departmental Secretaries and Accountants, and officers dealing with esta- blishment matters, and must immediately be given the widest possible circulation. copy must be sent to all officers on leave outside the Colony.

The purpose of this Circular is to announce decisions taken on the Salaries Commission's recommendations on local and overseas education allowances, which are contained in paragraphs 233-255 of their Report. The decisions have been taken by the Governor-in-Council with the subsequent agreement of the Finance Committee of the Legislative Council and in the light of comments received from Heads of Departments, Staff Associations and individual officers.

Administrative arrangements dealing with the implemen- tation of these decisions will be notified in separate circulars. These will insofar as possible cover also the many detailed points of interpretation or clarification which will arise. But, for the purposes of this circuler, an "officer" includes all officers on probation or confirmed to the permanent and pensionable establishment, or on agreement, secondment or temporary transfer from the British Civil Service or other administration. Married women officers and any officers serving on temporary terms of service are not eligible for these allowances.

LOCAL EDUCATION ALLOWANCES

The Salaries Commission recommended that assistance should be given to Government servants for children educated in Hong Kong. The Commission's recommendation has been accepted, but the method is different from that mentioned by the Commission.
