(viii) Rates of Allowances

(a) The allowances, which are taxable, will be at what-
ever rate is provided from time to time under the Overseas Service Aid Scheme (0.S.A.S.). Details of allowames known are shown in Appendix I to this circular. Where necessary details of countries not included in this Appendix are being obtained and will be notified to the service in due course,
(b) Where the new allowances are lower than those
notified in Establishment Circular No. 9 of 21st August 1964, overseas officers who are already drawing the old allowances may continue to draw up to the maximum rates provided under Establish- ment Circular No. 9 subject to:
(1) the allowames not exceeding the actual
fee paid by the officer for as long as the 0.S.A.S. rates are lower.
(ii) the conditions laid down in E.C. No. 9/64
being satisfied in every other respect.
(ix) Country of Origin

Allowances will be paid only in respect of children who are full time (including weekly) boarders in schools in the officer's country of origin as declared for the purpose of E.RR. 1300(d) and 1320 or in a country approved by the Establishment Secretary. officer who wishes to draw allowances in respect of a school in a country other than his country of ongin should apply in writing to the Establishment Secretary through his Head of Department stating why satisfactory arrangements cannot be made for the child to be educated in the officer's country of origin.
(x) Approval of Schools
Government reserves the right not to pay an allowance if, on the advice of the Director of Education, it is considered that the school is not of an acceptable educational standard or provides post-secondary education,
(xi) · Right to refer to Schools
Government will if it appears necessary, request any school, education authority or public/private body to provide information relevant to the payment of these allowances. An officer will be required to refund any overpayment (if necessary by deduo ti on from moneys due to the officer from Government) if the allowance paid has exceeded or exceeds that for which he is eligible.
