You will have received my telegram 671 replying to your telegram 577 about the Adviser to the Director of Education.

The proposal is that the Adviser would be appointed on agreement for two years on the normal conditions of service for overseas officers (a copy is enclosed). He would be on a fixed salary at the level of the Deputy Directors of Education, at present $10,700 per month.
3.
I cannot give a detailed job description at present. Kenneth Topley, the new Director, is a general administrator with no specific professional background in education. The evident lack of strength in the remainder of the directorate staff, makes some professional reinforcement essential in view of the importance and responsibilities of the department and the heavy demands which will be made on it in the next few years.
The enclosed latest available annual report of the Director of Education gives some idea of the size and responsibilities of the department. The Adviser's job would be to assist and advise the Director on any matters referred to him by the Director.
