MISS DEAS REPORTED THORNTON'S ADVICE, ALREADY KNOWN TO

YOU, THAT THIS ADVISER'S POST SHOULD BE ADVERTISED. I EXPLAINED

THAT IT WAS MY UNDERSTANDING THAT YOU HAD PROBABLY RULED OUT

ADVERTISING BECAUSE OF ITS LIKELY REPERCUSSIONS IN HONG KONG.

HOWEVER, I MUST SAY, THAT VIEWED STRICTLY WITHIN THE CONTEXT

OF A U.K. RECRUITMENT, ADVERTISEMENT MAY WELL BE THE BEST MEANS

OF PICKING UP A SUITABLE CANDIDATE WHO WOULD NOT BE AS INTERESTED

IF THE JOB WERE MENTIONED PURELY BY WORD OF MOUTH.

I WOULD ALSO SUGGEST THAT IT WOULD BE WORTH REVIEWING

THE SALARY LEVEL OF THE ADVISER. THIS WAS A POINT OF DIFFICULTY

FOR GROVES HIMSELF WHO THOUGHT IT SHOULD BE SOMEWHERE BETWEEN

THE SALARY OF THE DIRECTOR AND HIS DEPUTIES. GROVES HAD OTHER

DIFFICULTIES WHICH WOULD PRECLUDE HIS RETAINING ANY INTEREST IN

AN ADVISER'S POST EVEN AT A HIGHER SALARY, LEAVING ASIDE OUR OWN

VIEW THAT HE WAS NOT IN ANY CASE SUFFICIENTLY WELL QUALIFIED.

HOWEVER, I WOULD VENTURE TO SUGGEST THAT YOU MAY HAVE SOME

DIFFICULTIES AND FRICTION IN THE CHAIN OF COMMAND IF THE ADVISER

IS ON A PAR WITH THE DEPUTIES BOTH AS REGARDS STATUS AND SALARY,

BUT HIS ADVICE MAY WELL BE USED BY THE DIRECTOR TO OVERRULE

PREVAILING ADVICE WITHIN THE DEPARTMENT. I AM SURE YOU HAVE

THOUGHT OF THIS ALREADY, BUT I FELT THAT I SHOULD MENTION IT

SINCE SCOTT'S LETTER GAVE US VERY FEW DETAILS AS TO HOW THE

ADVISER WOULD FIT IN.
