PROPOSED VISIT TO SINGALORE BY MR K W J TOPLEY
Please refer to your letter HKK 9/2 of 12 July advising us that the new Director of Education, r K J Topley, would like to stop over in Singapore for three or four days on his way back to Hong Kong.

I confirm that the visit is acceptable to us and to the British Council and that almost certainly it will also be acceptable to the Singapore authorities. However, before I approach them I would prefer to have better idea of dates. No doubt you will be letting us have details when you can.
3. The British Council Representative in Singapore with whom I have discussed the matter thinks it would be useful if Mr Topley could first call on him before calling on the Singapore authorities. Apparently quite a lot has been written on the subject of organisational developments in education in Singapore and the Representative would like to ensure that Mr Topley is fully briefed before meeting any senior Singapore officials. I am sending a copy of this letter to Mr Thornton in the ODM.
