Dear Ron,

I enclose a copy of a letter from Dr. Griffiths, the Education Adviser in ODM dealing with Hong Kong, which records the up-to-date position about the question of an Adviser to the Director of Education (your telno 410 of 29th July) and Topley's programme of visits in the UK (your telno 743 of 11th July). I gather that Topley is also in touch with Andrew Stuart about a visit to Singapore.

I have spoken to Topley about the Adviser's post and he fully agrees with the conclusions indicated in Dr. Griffiths' letter. He therefore proposes to wait until he returns to Hong Kong to draw up job specifications. I have commented to him that it is important for the Selection Board to have precise details of the job to be undertaken by such an Adviser and for the position of the Adviser in the Department, including the salary level, to be clearly defined. I have also conveyed to him the comments on salary level contained in para. 6 of my telegram HK370 of 24th July.

In these circumstances we will do no more with recruit- ment of the Adviser until we hear further from you, presumably after Topley's return to Hong Kong.

I am copying this letter to Griffiths at ODM and Stuart in the FCO as well as to Topley.
