7. We are of the opinion that, in view of the

nature of the functions which the Management

Authorities are required to carry out (described in

the Convention text) it would be necessary for your

territory to designate your own Management Authority

for administering local trade in endangered species.

Authorities, will, however, fulfill an advisory and

information role in order to aid the Management

Authority in each territory and to keep track of

developments. Entrepôt activities will not require

control by Mangement Authorities under this
