Basically, the Convention requires Contracting

States to operate a system of import/export controls

for the endangered species listed in the Convention

and for those of their parts and derivatives which are

readily recognizable. A paper by the Department of the

Environment is attached; this sets out the details of

the controls proposed to be exercised in the United

Kingdom. Trading and other interests are about to be

consulted on the basis of this paper. You should,

however, note that the United Kingdom is basically

concerned with imports whereas your territory may be

more concerned with export of endangered species. In

considering the controls you would need to introduce

you may wish to start by checking the extent of your

trade in the Convention species.

6. With reference to the need for legislation and

more particularly for administrative authorities to

implement the Convention, you will note that each

contracting party is required to designate one or more

Management Authorities and Scientific Authorities to

undertake the regulatory and advisory duties spelled

out in the Convention. The Department of the

Environment is likely to be designated the principad

Management Authority for the United Kingdom of Great

Britain and Northern Ireland and will liaise with the

IUC which on behalf of the United Nations Environment

Programme will act as International Secretariat for the

Convention. A Government Department will also be
