I enclose a draft savingram for circulation to Governors of Dependent Territories asking them to conside the legislative and administrative measures necessary for allowing the UK to include all Dependent Territories in the declaration of territorial application which will be embodied in our instrument of ratification.
12. I also enclose a similar but amended draft for use with Brunei and the Associated States.
3. I would welcome both your comments, and those of the other recipients of this minute, as soon as possible.
