view sympathetically the following proposals which we believe are reasonable, practicable and, offer some hope of alleviating what appears to be a most unsatisfactory situation.

There does seem to be a need for the appointment of a Government Police/Conservation Officer in Hong Kong to provide professional guidance for the purpose of:-

(a) Drawing up an agreement with the Chinese

Government on the protection of endangered species and to encourage that Government to apply IATA standards for the carriage of live animals in respect of animals and birds transported overland to the Colony.

(b)

Advising the Hong Kong Department of Agri- culture on conservation matters.

(c) Producing appropriate conservation information

and educational material in the Chinese language. (d) Studying and guiding the implementation of the long-delayed conservation of Deep Bay Marshes.

ISPA strongly recommends that the matter of a municipal centra for the slaughter of wildlife should be recon- sidered by the Department of Agriculture, similar to the scheme that has been implemented in Singapore.

I should mention that this Society, representing Animal Protection organizations in fifty-four countries, has been under pressure for some time to adopt a public stand on this issue. However, as a responsible international NGO with status at the U.N., our preference is to co-operate with Government whenever possible. I would like to assure you of our continued interest in this problem and the willingness of this Society to make appropriate experts available to assist efforts towards a practi- cal solution of this overall problem should this be deemed

necessary.

I would like to express the sincere hope that you may be able to institute a move towards basic reforms on this important issue.
