This trade is damaging environmentally to China and also to

other countries. No Hong Kong attempts to control it can be effective

without the co-operation of the Pexing authorities. Without this,

Hong Kong's laws amount only to further window dressing. No request

for such Chinese co-operation is likely without concerted pressures

on the British and Hong Kong Governments. British and international

conservation groups are in a position to exert such pressure on

Britain and Hong Kong. They are also in a position to approach the Chinese Government: ironically, some such groups (e.g. the

Pheasant Trust) have received requests for rare species from China.
