IMPORTATION OF WILDLIFE FROM CHINA INTO HONG KONG

Mr Victor Goodhew MP has written to Lord Goronwy-Roberts frowarding a further letter from one of his constituents, Mr R H W Pakenham. Mr Pakenham's first leter dated 9 December 1973 was forwarded to us by Mr Goodhew under cover of his letter of 11 December. (See Flag C)

You will see from Mr Pakenham's latest letter that he raises two new points. He asks (a) that the Regulations be amended to require killing to be done humanely, and (b) that the proper officers be instructed to give the enforcement of humane treatment their assiduous attention, especially by surprise inspections, and that breaches of the law be rigorously pursued.

I think that we already have enough information on file from Hong Kong to answer these two points. We have a copy of Hong Kong's legislation governing the slaughter of animals (Flag E) which shows that they are humanely despatched. Also Hong Kong telegram no. 86 of

22 January (Flag F) which covers the point about killing animals on restaurant premises (which is almost certainly what Mr Pakenham is talking about in his letter).

I accordingly attach a draft submission covering a draft reply to Mr Goodhew.
