IMPORTATION OF WILDLIFE FROM CHINA INTO HONG KONG
1.
Mr Victor Goodhew MP has written to Lord Goronwy-Roberts enclosing a letter which he has received from one of his constituents about cruelty to wildlife imported from China into Hong Kong.
2. Lord Goronwy-Roberts wrote to Mr Goodhew on 31 May in reply to an earlier letter from the same constituent, Mr Pakenham, which Mr Goodhew forwarded under cover of his letter of 11 December. A second copy of the letter of 31 May was sent to Mr Goodhew under cover of Lord Goronwy-Roberts's letter of 7 June. In his latest letter Mr Pakenham says that he would like to see the Regulations governing the trade in live animals and birds amended to require killing to be done humanely; and he asks that the humane treatment of wild animals in captivity should be enforced more strictly, especially by surprise inspections, and that breaches of the law be rigorously
pursued.
3. We have, and can send Mr Goodhew, a copy of Hong Kong's legislation governing the killing of animals in slaughterhouses. However, Mr Fakenham is primarily concerned with animals which are sent live to restaurants and killed on the premises. difficulties in enforcing the regulations in these circumstances were set out in paragraph 8 of Hong Kong telegram no. 86.
