Finally there is the problem of cruel treatment inside
Hong Kong. Again I am sure that we must be able to show that the
Hong Kong Government are doing what they can.

I submit a draft telegram to Hong Kong and Peking
accordingly. FED, S&TD, and Mr Eaton, the Legal Adviser who is
the expert on the Convention, have agreed the draft.
