Dear Marks
We spoke about your letter of 28 January, on the suggestion that someone in our Embassies in EEC capitals should be nominated to interest themselves in Hong Kong's affairs. As I mentioned, we shall need a little time to think this over; our initial reaction was that Hong Kong should perhaps first decide what it could do for itself (in the light of the survey mentioned in the final paragraph of your draft letter) and we should decide thereafter the type and amount of assistance our Embassies might give to her efforts. But I'll let you have our considered view when my superiors here have had the opportunity to reflect on the implications of all this.
