As you know, Mr Watt was Director of Government Information Services in Hong Kong and more recently Commissioner for Files and Television. Ile is now on a special mission to survey Hong Kong's public relations and information effort in the ELC Capitals. Following his week in London he will be spending a month on the continent visiting all the ELC Capitals (except Copenhagen, Dublin and Luxembourg)
