UK OBJECTIVES

2. For the 1975 Scheme to see a substantial

improvement in the Scheme, particularly to the

benefit of the Asian countries covered by the

Joint Declaration of Intent. We want an easing

of some of the restrictive elements in the

scheme, more additions in the agricultural sector

and an improvement in the position of Hong Kong

whose textile and footwear exports have hitherto

been excluded from the Scheme. A statement on

Hong Kong is contained in the brief and for

presentational reasons in Hong Kong it is

desirable that this be made. We should also

seek to secure a commitment from the Community

that it would in future reviews of the GSP

continue to improve the Scheme to make it more

valuable for the poorer developing countries.

LINE TO TAKE

3. We welcome the improvements for the 1975

Scheme that have already been agreed at official

level. We are particularly pleased about the

agreement on the continued application in the UK

of zero tariffs on imports of jute and coir

products. We seek a positive solution to the

issues now before the Council. The United

Kingdom is committed to substantial improvements

in the Scheme largely as a means of improving the

situation for those developing countries,
