1. Thank you for sending us a copy of the da mission to Lord Goronwy-Roberts on Hong Kong and Britain's ELC membership, under cover of your minute of 21 November.
2. We generally agree with the proposed line, but I have the following suggested amendments:
a.

Paragraph 4, line 5: After ... and footwear, add', on the grounds that her exports constituted a formidable threat.'
b. Paragraph 7: Delete first sentence and substitute The arrangements for the 1975 GSP, agreed by the Council of Ministers on 12 November, extendt GSP to Hong Kong rubber and plastic footwear, though leather footwear and textiles are still excluded; it was also agreed that the case of Hong Kong textiles would be reviewed when the Community's GSP for 1976 was drawn up.'

C. Paragraph 10, lines 3 and 4: delete sentence 'This trade
of about 2%.' and substitute 'Her trade in cottons was limited under the predecessor to the FA to a growth rate of 1%, with 5% growth allowed for poly- ester cottons under other arrangements.
