4. I asked Tran about the problem of providing up-to-date information for importers both of the lovels of ceiling and of the extent of their utilisation. For the time being the only answer is to keep in close touch with the Commission services and the administration of the Customs Union. The Commission's idea of setting up a special information office is not likely to be realised until 1976. Tran did not think it would be proper for us to publish the levels of ceilings cince there was an understanding among Member States that this information should not be published. However we could obviously inform interested enquirers about the ceilings in which they were interested and about the state of utilisation.

Finally I had a word with Tren about the problem raised in your letter of 21 Novemb..r about castor oil. He said that personally he had no objection to our seeking safeguard action against Brazil. It is not required to demonstrate actual dis- ruption but market disruption". no there is no reason why we should not initiate the procedures early in the New Year. I luk however we shoul probably avait te arrival of at least some imports from Brazil before doing so. We should also bear in mind the undesirable precedent we should be setting by invoking the safe- guard clause in the CSP regulation for agricultural products for the first time. In your letter you mentioned the possibility of a separate regulation for castor oil: I do not think this is practicable at this stage. The relevant regulations have now passed through the Jurist/Linguists Croup and will shortly be adopted by the Council.
