Dear David,
REF.

Many thanks for your letter of 26 September.

Teddy Kidd has acted as an intermediary in considering possible dates for our meeting, and we have confirmed to you by telex that we should like to settle for the morning of Tuesday, 22 October. I understand that this is convenient to you, even though rather later than you had hoped. I think you will understand the political constraints that would have made a meeting in the next week unproductive; and immediately thereafter I am leaving for a week's visit to Eastern Europe. However, you may rest assured that no final positions will have been taken up here before 22 October on the EEC's 1975 generalised preference arrangements (or on textile restraints); the views you express then will be fully taken into account and included in our briefing to incoming Ministers.
3 Your letter raises some interesting points on the generalised preference scheme; I will not comment on them now but look forward to discussing them with you soon.
I am copying this letter to Teddy Kidd and Andrew Stuart.
