HONG KONG AND THE GENERALISED SCHEME OF PREFERENCES
Thank you for your minute of 2 October.
I have also seen Mr Galsworthy's minute of 3 October recording Lord Goronwy-Roberts' comments.
I
2. We have already spoken about Mr Jordan's meeting with Department of Trade officials, on 22 October. hope to attend. Mr Ingram (CRE1) has told Mr Hart that the Department of Trade do not expect to submit to their Ministers before then.
3. Your paragraph 6. We think that it would do no harm to instruct Sir M Palliser to raise the subject
of Hong Kong's textiles and the GSP under Other Business in a meeting of the Committee of Permanent Representatives (COREPER). He could refer to previous ministerial statements to the effect that we expected Hong Kong's footwear and textile exports to be included in the Community's GSP from 1975 onwards and express surprise and disappointment that the Commission has not thought fit to include any of Hong Kong's textiles in its GSP proposals. He should ask the Commission to think again. We have already suggested this to the Department of Trade who see no objection. Mr Hart will be in touch with your Department to clear a telegram on these lines in the next day or so.
