We discussed on the telephone last Friday the possibility of instructing Sir M Pallis er to make a statement on Hong Kong during this week's meeting of the Committee of Permanent Representatives (COREPER). Bearing in mind the fact that Jordan, the Hong Kong Director of Commerce, is shortly to descend upon us again a statement of this kind might be useful in demonstrating to the Hong Kong Authorities that we are doing all we can to try to bring the discrimination over the dependency's footwear and textile exports to an end. You said you saw no objection in principle.

I now enclose a draft telegram which I think we should aim to despatch on Wednesday, 9 October. I shall be grateful if you and other recipients could let me have comments by 1100 hours on 9 October.
