You will have seen from Hong Kong telegram No 1017 that Jordan has fired another round in the Hong Kong GSP battle. He raises several points about the Vommunity's current discussions on the USP arrangements for 1975 and also suggests that the time has come to establish a link between the GSP and the Multi-Fibre Arrangement.

I do not agree that it would be useful to establish such a link. fact I think that it could be seriously damaging to the Hong Kong cause. have had a shot at a draft reply to the Hong Kong telegram and I enclose copies of it for you and other recipients. It would be useful if I could have comments by 12.00 hours on Tuesday 15 October.
