the object of any memorandum to the Commission should be limited to stimulating the Community to get a move on in drawing up its mandate for the textiles negotiations, with a view to trying to influence what that mandate is likely to be. For this reason we think it best to omit most of paragraph 5;

(f) [deletion of paragraph 7]. Hong Kong's decision to

impose unilateral restraints in its textile trade with the Community earlier this year provoked considerable resentment within the Community. It would seem provoca- tive in a memorandum to the Commission to say that it would be prepared to extend these restraints for a further period. It is best to cover this point in conversation with the Commission rather than in a formal memorandum.
