At a lunch yesterday which the Hong Kong representative in London, Mr Kidd, gave for a number of FCO officials the question of the Memorandum on GSP and MFA textiles which the Hong Kong authorities wish to put to the Commission was discussed, attemptą. As I understand it both sides put forward the same sort of arguments as were rehearsed at length during the meeting with Messrs Dorwood and Mills at the Department of Trade on Wednesday, 23 October. was no give in the Hong Kong position.

2. Eventually Rodric Braithwaite suggested that the sensible thing to do would be to send the draft to UKREP Brussels for their comments in the light of their local knowledge of the tactical situation.
3. I enclose a draft of a letter for Rodric Braithwaite to send to Bill Nicoll in Brussels setting out the arguments, as I understand them, on both sides, and since we would hope to get this into this weekend's bag I should be grateful if you could let me have comments by 14.30 hours, if possible, today.
