Thank you for your letter of 23 May. The purpose of my earlier letter of 13 May was not to complain about the way that the hand was being played. It seems to me that we are making the right noises. The less likely it is that we shall get concessions on Hong Kong's textiles, the more important it is that we should have tried hard, in a way that can be demonstrated to Hong Kong.

Lord Goronwy-Roberts's remarks which I quoted, were not a formal and recorded statement but arose in informal conversations between Lord Goronwy-Roberts and the Colonial Secretary of Hong Kong and Mr Herries. lle has however repeated his general conclusion in a recent tour d'horizon with FCO officials, of which a record is being prepared. will send you an extract when it is approved.
