2. I agree with you entirely that we must be under
no illusions about our prospects of securing the
improvements to the GSP that Hong Kong wants. We
are however committed to pressing for the inclusion
of Hong Kong's textiles and footwear in the Scheme
from 1975 onwards and we must therefore do our best.
But it is of course quite unrealistic to expect that we should get all we want in one go.] As I suggested
we may not get to Jordan in my letter of 21 December this is most All wo unlikely and it is important therefore that we should have an agreed list of priorities, I I am sure you

are right when you say that this may well be something
to which we shall have to return annually.

At the end of your second paragraph you speak
of a Hong Kong public relations campaign in the EEC.
You may like to know that this is something to which
the Hong Kong authorities are giving serious consider-
shortly ation They are thinking of sending an experienced
officer to conduct a survey of Hong Kong's information
and public relations efforts in Europe in order to
determine whether and how these should be strengthened.
We are also looking at the possibility of nominating
